Set UTAU's directory so that you (as User) have full read/write permissions, otherwise you'll have to run UTAU as administrator every time you want to use it (it's rare that this stops audio from running, but it's not unheard of) Check the aliasing of the UTAU you're using. Make sure the ust is suited to the voicebank (CV usts only work on CV banks, VCV banks work on VCV usts, etc.). If none of them make sound for any bank, then check if they're creating frq files (if you've patched the resamplers you have with nmasao's patcher, then you need to make sure the original unpatched version is in the Resampler folder and added to the engine.ini list - it often happens that they show as patched and don't actually appear in the folder). Try every resampler publicly available from default, TIPS, tn_fnds, moresampler, etc.
If your machine was upgraded to Win10 or if the machine was originally running 8.x or 7 prior to July 29th, make sure your audio drivers are running well and are up to date.
